“Enhance national key fundamental research and promote high-tech industry”. National S&T leading group approved the report in the June of 1997, and the State had set 2.5 Billion RMB budget for supporting fundamental research in the coming 5 years since1998.

 “Build up national innovation system and welcome knowledge economy age”. President Jiang Zemin highly value it in the Feb. of 1998 and knowledge economy became the hot point in China in 1998

“ The proposal of ‘knowledge innovation program’ in CAS”, Premier Zhu Rongji headed the National S&T and Education leading group approved the report in 1998, and had set 5 Billion RMB budget for supporting knowledge innovation program in CAS in coming 3 years.
