何传启
三人行必有我师
研究员。男，1962年生，湖北武汉人，1983年毕业于武汉大学。
现任：中国科学院中国现代化研究中心主任、北京同响现代化学术研究中心主任、中国现代化战略研究课题组组长、中国科技大学博士生导师等。
曾任中国驻美国大使馆科技外交官、中国科学院计划局规划处处长等。
1985年以来发表论文100多篇，出版专著《第二次现代化》、《东方复兴——现代化的三条道路》、《公民意识现代化》、《K管理：企业管理现代化》、《分配革命：按贡献分配》 和《效益管理》、合著《知识创新》、《国家创新系统》、《创新与未来》、《中国现代化报告2001》、《中国现代化报告2002》、《中国现代化报告2003》、《中国现代化报告2004》、《中国现代化报告2005》《中国现代化报告2006》等，译著《怎样当一名科学家》等。
近年来作者的主要贡献有：
①1996年提出基础研究国家目标四个分目标和战略性基础研究，1997年初参与起草《关于加强国家重点基础研究和高技术产业化的汇报提纲》，同年6月获国务院审议通过，国家科技部启动国家重点基础研究规划（“973”计划）。
②1997年8月提出国家创新体系四个子系统和“知识创新工程”，主持完成《迎接知识经济时代，建设国家创新体系》研究报告。
③1998年初起草《中国科学院关于开展〈知识创新工程〉试点的汇报提纲》，同年6月获国务院审议通过，中国科学院启动知识创新工程试点。
④1998年提出人类社会发展新理论——第二次现代化理论，1999年推出《第二次现代化》丛书，2000年推出《第二次现代化的行动议程》，2001年推出《第二次现代化的前沿》。
⑤ 2001年以来，推出《中国现代化报告》年度报告（2001-2006）。
⑥ 2000年组建北京同响现代化战略研究中心，2002年组建中国科学院中国现代化研究中心等。

主要业绩
1、战略策划
1996年10月，组织策划国家科委全国基础研究工作会议，提出我国基础研究国家目标的四个子目标和战略性基础研究，参与起草《关于加强国家重点基础研究和高技术产业化的汇报提纲》，1997年6月国家科技领导小组审议通过该汇报提纲，7月江泽民主席作重要批示，国务院批准五年拨款25亿元支持国家重点基础研究（战略性基础研究）。
1997年9月，策划和主持中国科学院“国家创新体系”专题研究，提出并设计我国国家创新体系的四个子系统，主持起草《迎接知识经济时代，建设国家创新体系》研究报告，1998年2月江泽民主席对该报告作重要批示，引发中国知识经济热潮。
1997年提出并设计“知识创新工程”，起草《中国科学院关于开展〈知识创新工程〉试点的汇报提纲》，1998年6月朱容基总理主持国家科教领导小组会议审议通过，三年拨款约50亿元支持中国科学院《知识创新工程》试点工作。
1998年9月，主持策划《第二次现代化》丛书，完成丛书第一辑共三本，包括《第二次现代化》、《国家创新系统》和《知识议程》，1999年9月由高等教育出版社出版。
2000年，出版《第二次现代化的行动议程》。
2001年，推出《第二次现代化前沿》等。
1995年8月－1999年4月，组织中国科学院的发展战略和规划研究与制定，参加国家计委、国家科委多项科技和产业政策与规划研究。
1999年至今，创办和管理北京同响现代化战略研究中心 。
2000年至今，共同主持中国现代化战略研究，完成《中国现代化报告2001》，《中国现代化报告2002》、《中国现代化报告2003》、《中国现代化报告2004》、《中国现代化报告2005》、《中国现代化报告2006》等。
2002年，经中国科学院批准，组建中国科学院中国现代化研究中心。
2、组织协调
1993年－1995年，负责协调中国－美国官方科技交流与合作（科学和医疗领域）
1994年，组织中国驻美国大使馆外交官俱乐部的活动。1994年被评为大使馆优秀工作者
1995年－1998年，协调中国科学院不同领域的发展战略、科研计划和科研项目的综合管理，组织制定了中国科学院的多个科研管理文件
1996年8月，被选为中国科学院科技政策与管理研究会副理事长
3、项目管理（科技投资项目）
1988年－1992年，参与中国科学院生物与生物技术研究项目管理、中科院承担的国家科技攻关项目（育种、饲料）的管理。1991年被评为中科院七五重大科研任务先进工作者
1992年，提出“效益管理”理论，完成《效益管理》专著，由中国科技出版社出版
1996年－1998年，负责中国科学院特别支持项目的组织与管理，组织“八五”重大项目的验收与绩效评估。1997年被评为中科院机关优秀工作者
4、为多家公司提供战略咨询，获得较好效果。
5、学术研究
1985年以来发表学术论文100多篇（涉及生物、管理、政策和经济等），出版专著6本、合著9本、译著一本，参与《知识经济》、《知识经济纵横谈》和《知识经济与中国发展》等书的撰稿。
1989年，“唐菖蒲无病毒苗快速繁殖技术”获中科院科技进步三等奖（主要完成人）

2. Main achievement

Strategic
planning
In
the Oct. of 1996, organized and planned the National Basic research
Conference for the State Science and Technology Commission; drafted the
report which title is that “Enhance national key fundamental research
and promote high-tech industry”, National S&T leading group approved
the report in the June of 1997, and President Jiang Zemin signed it in the
July. The State had set some Billion RMB Budgets for supporting
fundamental research in the coming 5 years.
In
the Sep. of 1997, took charge of the research of “national innovation
system ” for CAS; drafted the report which title is that “Build up
national innovation system and welcome knowledge economy age”.
President Jiang Zemin highly value it in the Feb. of 1998 and
knowledge economy became the hot point in China in 1998. Drafted the
report “ The application of ‘knowledge innovation program’ in
CAS”, Premier Zhu Rongji headed the National S&T and Education
leading group approved the report, and had set some Billion RMB Budget for
supporting knowledge innovation program in CAS in coming 3 years.
In the Sep. of 1998,
initiated and wrote the series of
“Second Modernization", the first group of the series had
been finished which included “ second modernization”, “national
innovation system” and “ knowledge agenda”; which have been
published by Chinese High Education Press in Chinese in the Sep. of 1999.
Response
for the strategy and plan of CAS since the Aug. of 1995, and participated
in 4 research projects of strategy and policy hosted by State Plan
Commission and State S&T Commission.

Organize and coordinate
From
the April of 1993 to the May of 1995，coordinated the official
cooperation on S&T in the field of Science and Medicine between China
and America.
In
1994，organized and coordinated the activities of diplomat club in
Chinese Embassy in USA, and received the outstanding service award in 1994
